In 2011, harassment of Jews and incitement against them continued and even escalated, including verbal threats, insults, and offensive behavior. Such acts have increased in number dramatically in recent years in various parts of the world, and among them the recurring personal harm that occurs on a daily basis mainly in Western Europe as well as in Australia and Canada, on the street, in the public space and near Jewish institutions and sites, against those who identify as Jewish, and against children and youth in and around schools, stands out in particular. . Monitoring and reporting systems only exist in some countries, so it is not possible to count all the cases.

The level of violent incidents, carried out with and without weapons, vandalism and direct threats decreased in 2011 by 27% compared to the year before: 446 incidents compared to 614 (the US data was only partially included here). The decrease in Great Britain (to 105 events), France (114) and Canada (68), where together 63% of all events in the world were recorded, and where large Jewish communities live, affected the general statistics. In other countries, such as Australia, Belgium and Ukraine, the number of incidents remained almost the same, while in Belarus and Lithuania an increase was recorded. However, the data show that physical violence remained at a higher level than in previous years, and that the attacks became more brutal, and some caused real harm to the victims.

We can point to several possible factors for the decrease in the number of violent incidents: the absence of a wide-ranging conflict between Israelis and Palestinians, such as the Marmara flotilla in 2010, and especially the "Cast Lead" operation in 2009, during which a wave of violence broke out; The fact that a significant part of the activity of the extreme right was directed in 2011 towards Muslims, Gypsies and other minorities among the immigrants; The "Arab Spring" and its consequences, which occupied the young Muslims in Europe; The growing number of complaints and prosecutions of attackers and instigators successfully filed by Jews, as individuals and within organizations; and the increasing activity of governments and civil bodies to promote legislation and public tools against racism, and anti-Semitism in general.

The reasons for the high level of bullying and incitement are apparently the radicalization of young Muslims, mainly from immigrant families, and the assimilation of accusations against Jews; Escalation in the hostility of the extreme-militant right, whose activity grew stronger against the background of the economic crisis and the problem of multiculturalism; The increasing use of the Internet, on the multitude of etheria, social networks and blogs, which easily spread anti-Semitic messages, as well as anti-Zionist and anti-Israeli incitement often expressed in anti-Semitic terms. These messages are heard in universities, colleges and mosques, and are also delivered by BDS activists - acronyms for boycott, diversion of resources and imposition of sanctions on those connected to Israel; and the hostile atmosphere created by the rhetoric of the radical left, and expressions and accusations that are also heard in the discourse at the center of society and not only at the margins.

The main accusations directed at Jews and at Israel as a Jewish state continue to be the supposed existence of a global Jewish power, which stands behind every significant event in the world, including incitement for and against the revolutions in the Arab-Muslim world, and acts unconditionally at the service of Israel, as well as control of the global economy and hence responsibility for the crisis the current economic These accusations are heard at the same time as the diagnosis of Israel as a racist, illegitimate entity with Nazi characteristics, an entity in which and its supporters embody universal evil.
