The warning was published in the report of the third working committee that concluded the required actions chapter in the fifth report of the IPCC. The report stated that due to the negligence of many governments, greenhouse gas emissions are accelerating even though this can be prevented.
A new report released yesterday by the Intergovernmental Panel on Climate Change (IPCC) shows that greenhouse gas emissions have risen to an unprecedented level despite the efforts of many governments to reduce them. In the years 2000-2010, emissions increased more than in any of the previous three decades.
Working Group No. 3 of the Fifth Assessment Report on the State of Climate, it is still possible, if technological steps and temperature changes are used to reduce the increase in average temperature to 2 degrees Celsius above pre-industrial levels.
However, only strong organizational and technological changes will be able to give a reasonable chance that global warming will not rise above this level.
The report, titled: 2014: The Climate Change Recession, is the last of the reports issued by three working groups, and a report unifying the findings to be published in September 2014, will form the IPCC's fifth assessment report on climate change.
The third committee was chaired by Ottmar Edenhofer from Germany, Ramon Fix from Cuba and Yuba Sokona from Mali.
"A climate policy in line with the goal of the two degrees is required to significantly reduce emissions" said Edenhofer. "The science provides a clear message: in order to avoid dangerous interfaces with the climate system, we are required to stop treating the issue with the 'business as usual' method. The scenarios show that there is a high chance of limiting the increase in temperature to two degrees Celsius above the pre-industrial era if we reduce emissions by 40-70% compared to 2010 by the middle of the century, and to almost zero by the end of the century. Ambitious solutions will also include removing carbon dioxide from the atmosphere. The scientific literature confirms that even less ambitious goals will require a similar reduction in emissions."
The editors of the report analyzed 1,200 scripts that appeared in the scientific literature. The scenarios were created by 31 modeling teams around the world with the aim of exploring the economic, technological and institutional aspects and the resulting requirements for recessionary trajectories with different degrees of ambition.
"All the analyzes show that a considerable investment is needed to achieve significant achievements, to avoid further delays it is necessary to use a wide variety of technologies that can limit the associated costs."
The researchers estimate that the cost of actions to mitigate the warming will deduct 0.06 percentage points from the annual economic growth estimated at 1.6-3% and this without taking into account the benefits that will come from this reduction.
Since the previous report, in 2007, a wealth of knowledge has accumulated and new methods have been developed to mitigate the damages of global warming. Stabilizing the levels of greenhouse gases in the atmosphere requires reducing emissions from energy production processes and its use, transportation, buildings, industries, land use and human settlement. Mitigation efforts in one sector determine the need for the others. Reducing pollutant emissions from the electricity production process to almost zero is a prominent example in ambitious scenarios, but the economical use of energy also plays a role.
"A reduction in the use of energy will give greater flexibility in choosing economical technologies in carbon emissions now and in the future. This reduction may also reduce the cost of mitigating emissions, Madroga said.
