A special report by the Ministry of Environmental Protection warns that climate change may seriously harm more than five million Israelis through sea level rise and river flooding alone. The report also warns against the outbreak of diseases transmitted by pests whose distribution increases as it gets warmer, such as mosquitoes and other pests. The report warns that the health system must prepare for heatstroke events that may cause death. In addition, due to the increase in heat and population growth, the demand for water will increase while the amount of water in the aquifer will decrease.

In light of the possible effects described in the report, the Minister of Environmental Protection, MK Amir Peretz, ordered an inter-ministerial committee to be convened as soon as possible, chaired by the Director General of the Ministry of Environmental Protection, David Lefler. The committee will have senior representatives from the 16 relevant government ministries, such as the Ministry of Health, the Ministry of Defense and the Ministry of Housing and Construction, who will determine ways to prepare for climate change and rising temperatures and thus reduce and even prevent the expected damage.

For the first time in Israel, the report draws maps that define flood risk areas and accurately describe streets where the sea level will reach and which communities will be affected by river flooding. Tel Aviv, Acre, Haifa, Bat Yam and other local authorities located next to the coast are in danger from rising sea levels. About 2.5 million people are at high risk due to their residence in the prone areas. In addition, river flooding could endanger approximately 2.8 million Israelis to a high degree. The report recommends erecting barriers to stop floods during a storm and increasing the diameter of the drainage pipes so that they can handle large amounts of water in short periods of time. According to the experts who wrote the report, for every dollar invested in preparing for floods, 8 dollars will be saved in the restoration of the damages and compensations.

The report also warns of a severe shortage of drinking water and states that climate change and rising temperatures will lead to a reduction in rain events that can be used to increase the volume of groundwater. At the same time, population growth and heat will lead to an increase in the demand for water. The report suggests examining the use of runoff water in firefighting and street cleaning, collecting rainwater from the roofs and using it for gardening or injecting it into the groundwater, renewing information on water conservation, especially in schools, providing for the transmission of cellular messages to consumers about concerns about leaks in their home's plumbing, and more. The report recommends that the state institutions provide incentives to encourage green construction. Green residential construction according to the standard saves about 30% of the electricity consumption in an average apartment and about 10% of the water consumption.

In the summer of 2003, a heat wave that hit Europe claimed tens of thousands of deaths due to heat stroke and dehydration. The report warns of similar heat waves that will hit Israel. In addition, the increase in temperatures will lead to the arrival of invasive and especially harmful species, such as mosquitoes, which may cause an outbreak of malaria and intestinal diseases. Today there is no system that checks in real time data on morbidity and mortality that originates from extreme heat or cold events according to local authorities. The report suggests increasing shading in areas where there are many pedestrians in cities, making sure that all public institutions are air-conditioned and ventilated, and that warnings be given to the public against extreme cold or heat waves.

As you may recall, the Ministry of Environmental Protection operated a grant program that reduces greenhouse gas emissions, which are considered among the causes of global warming. The ministry provided financial support to various projects and businesses in 2011-2012 in the amount of NIS 106 million. These were divided into 208 successful projects, including: upgrading air conditioning systems of hospitals and hotels, installing smart and economical lighting in local authorities, replacing scooters of a chain of hamburger restaurants, replacing boilers and setting up solar systems and more. However, in the last budget discussions the Ministry of Finance decided to completely cancel the entire program.

The Knowledge Center for Climate Change Preparedness that prepared the report at the request of the Ministry of Environmental Protection was established by the Ministry at the University of Haifa. Researchers from the University of Haifa, Tel Aviv, the Technion and the Shmuel Na'aman Institute are partners in the center.
