Scientific integrity will be embedded in the decision-making process in the US government

"Today more than ever before, science holds the key to our survival on Earth, and our security and prosperity as a nation. It is time to put science at the top of our agenda and work to restore America's place as a world leader in science and technology." President Barack Obama, March 10, 2009.

On March 10, 2009, in addition to signing a presidential order freezing federal funding for stem cell research, President Obama signed a presidential memorandum dealing with scientific integrity. The memorandum will help implement the president's main promises in the election campaign regarding the scientific policy aimed at restoring scientific integrity in the decision-making process.

Science and technology are essential for achieving a wide range of national goals: an engine for economic growth and job creation; will enable Americans to live longer and healthier lives; developing energy sources to reduce the US's dependence on imported oil; protecting the environment for future generations; Strengthening national security and internal security and more

Understanding the potential of science and technology in helping to achieve these goals requires that the decision-making process in government regarding public policy be guided by the most objective and accurate scientific advice possible. The public must trust the advice, and also be sure that government officials will not conceal or distort the scientific findings relevant to policy selection.

Accordingly, the President has given the Director of the Office of Science and Technology Policy (OSTP) the authority to ensure the highest level of integrity in all aspects of all government departments dealing with science and technology aspects.

Within 120 days, the OSTP manager must develop a strategy that will ensure that:

* The selection of scientists and technology experts for scientific and technological positions at all levels of government will be based on the scientific and technological knowledge of these people, as well as on letters of recommendation and experience.

* The various agencies will provide the public with access to scientific or technological findings as well as the conclusions considered or reached based on the decision-making process.

* The agencies will use scientific and technological information subject to an established scientific process such as peer review.

* The agencies should install rules and processes that will ensure the integrity of the scientific process within the agencies, including protection of whistleblowers.

As I recall, the Bush administration has been accused more than once of making decisions that are contrary to scientific positions on issues such as stem cells, abortions, global warming (whose validity was questioned) and more. In some of the cases, it was said that people in the administration took care to distort scientific findings so that they could choose the option that matched their worldview.

    Will they scientifically come to the conclusion that a welfare state is better for its residents? Or do advertisements and computer games have a negative effect on children's minds?     In 2000 GM produced pure electric cars with similar performance to any gasoline powered car, in 2003 they destroyed all the cars including the ones that were sold, because it bothered the oil dealers. Will it change now?
