"For years, the State of Israel has been dealing with forgery of identity cards, passports and transit cards, as well as phenomena of "identity theft". In December 2009, the Knesset passed a law according to which Israeli residents will be issued identification documents with electronic chips that will allow the identity of their holders to be verified through biometric information that will be included in the chip - a photo of the facial features and photos of two fingerprints. It was also determined that the biometric information will be stored not only in the certificates themselves but also in a central database."

"Due to the controversy that arose regarding the establishment of the biometric database, it was determined that there will be a trial period of two years to examine, among other things, the necessity of the existence of a biometric database, the information that must be kept in it and the manner in which the database is used.

In the months of January-July 2014, the State Comptroller's Office inspected the actions taken by the Population and Immigration Authority and the Biometric Database Management Authority in the first year of the probationary period. Completion tests were conducted in the months of September 2014 - January 2015.

Here are some of the main shortcomings:

  • Failure to examine the alternatives to the biometric database and the scope of the information that must be kept in it: (a) The questioning alternative - the purpose of the questioning is to verify the identity of the applicants for the smart certificates in order to prevent the issuance of a smart certificate to imposters. The questioning in the current way is not satisfactory (the list of questions is limited). Until January 2015 it was not examined at all; (b) Biometric alternatives - as mentioned after the scanner was replaced, it was made clear that the information collected using the previous scanner cannot be used for the purpose of examining this alternative; (c) The alternative to the file method - more than a year after the supervisor of the biometric applications decided that the file method, which was designed to maintain privacy during the test, would be tested, no such test was done.

The State Comptroller warned on April 14, 2015, in a letter he sent to the Prime Minister and the Minister of the Interior at the time, that the audit found substantial deficiencies in examining the necessity of the biometric database.
The law stated that by June 28.6.2015, XNUMX, the Knesset will decide whether the test period has successfully ended with regard to the biometric database or whether it is necessary to extend the test period or cancel the biometric database. The ombudsman for the movement for digital rights, attorney Jonathan Klinger said today that: "The extension of the biometric experiment is a fraud on the public. This is a crude attempt designed to obscure the difficult record of the results of the failed biometric experiment and to hide them, especially against the background of the State Comptroller's report that will be published today and the experts' report that we published. The government must present the experiment and deal with them, however bad they may be. If it is necessary to review the results and make a decision based on them, there is no problem in doing so now, based on the actions conducted in two years of failed activity, without continuing the introduction of citizens into the biometric database. We call on the members of the Knesset not to take part in this process and to immediately stop the biometric experiment in the relevant Knesset committee or in the Knesset plenum, which are supposed to discuss the issue."

The advisory committee for the biometric database project recommended tonight (Tuesday) to remove the fingerprints from the database, and not to extend its trial period.
