State Comptroller: Israel is lagging behind in the goals of switching to alternative energy

The State of Israel has set long-term goals for the scope of electricity production from renewable energies and for expanding the use of electric vehicles. The audit findings show that there are barriers that make it difficult to achieve these goals. In the State of Israel, similar to the entire world, awareness is growing to encourage the transition to renewable energy - solar energy, wind energy and other non-degradable sources that are not fossil fuels. At the core of this trend is the understanding that the consumable energy sources will not last forever, and we must prepare for this through the diversification of energy sources. The main technologies today for the production of renewable energy in Israel are photovoltaic solar technology (solar energy) and wind technology. The State Comptroller's Office examined the actions taken by government ministries to reduce air pollution through the promotion of renewable energies and the steps to reduce dependence on polluting fuels. Below are the findings. The audit was conducted in the Ministry of Energy, the Israel Electric Company Ltd., the Electricity Authority, the Ministry of Environmental Protection, the Ministry of Transportation and Road Safety, the Israel Tax Authority, the Government Vehicle Administration and the Government Housing Administration in the Accountant General's Division and the Planning Administration in the Ministry of Finance and the Administration of Fuel Substitutes and Smart Transportation in the Prime Minister's Office.

As part of the audit, it was found that regarding the master plan for the energy sector - at the time of the end of the audit, there is a policy document on the goals of the energy sector for 2030, but there is no master plan for the energy sector, even though the Ministry of Energy has tried to make progress in the past two decades. The absence of a master plan or a strategic plan may result in the development of the energy sector being conducted in the form of fulfilling the specific goals of the government and fulfilling specific needs of the economy instead of developing the energy sector with a comprehensive and long-term vision.

It was also found that the increase in the scope of electricity production from renewable energies is on a positive trend, but a comparative examination against the established targets - 5% of the total installed capacity in 2014 and 10% of the total installed capacity in 2020 - raises gaps of 58% and 50%, respectively between the target to perform In addition, it was found that at the beginning of 2020, the scope of electricity production from wind energy was only about 3.5% of the quota set by the Israeli government (2.6 megawatts installed compared to a target of 730 megawatts). The factors hindering the implementation of electricity generation and wind energy are, among other things, interference with the activity of the security system and harm to the winged. Also, although it was found that the Planning Administration thoroughly examined options for relevant locations for sites where wind turbines will be installed as part of the scenario accompanying the draft TMA, it was found that only one complex was located in an area of ​​approximately 3,000 dunams and that the TMA has not yet been approved.

The audit revealed that there are barriers to the establishment of facilities for generating electricity from solar energy (photovoltaics) on the roofs of government offices and educational institutions. According to what is stated in the report, the barriers to the implementation of the government's decision from 2016, which tasked the Accountant General at the Ministry of Finance with promoting the construction of photovoltaic installations on government office buildings, have not yet been removed. Also, the barriers to the establishment of photovoltaic facilities on the roofs of educational institutions have not yet been removed and there is no obligation to include suitable infrastructure for these facilities in new educational institutions.

On the issue of upgrading and expanding the transmission system, it was found that there is a difficulty in upgrading and expanding the transmission system due to a new directive from the planning administration and illegal settlement of Bedouins in the Negev under transmission lines. This difficulty causes a delay in the connection of several installations for the production of electricity from renewable energy. It also emerged that the pilot conducted by the Government Vehicle Administration at the Ministry of Finance and the Fuel Substitutes Administration at the Prime Minister's Office did not have clear goals set, so it is difficult to determine the extent of its success. 

In 2013, an inter-ministerial team examined the economic benefit to the economy of producing electricity from renewable energies. The report is a recommendation for continued activity by the relevant authorities to manage the policy of integrating renewable energies in the electricity sector and the economic benefits thereof. Today it is possible to produce electricity from renewable energies at a price similar to producing electricity from natural gas.     And solar panels are not yet close to the threshold where they will be useful. Salvation is still not good enough. Maybe in the laboratories they reached 40%, but the distance from there to cheap mass production is very far.
