A 4.8% increase in the national expenditure for civil research and development in 2015

The Central Bureau of Statistics published yesterday (Wednesday) the data on the national expenditure on civilian research and development in 2015. In 2015, the national expenditure on civilian R&D amounted to approximately NIS 50 billion - 4.3% of GDP, similar to 2014. According to initial estimates, in In 2015, the national expenditure for civilian research and development, at constant prices, increased by 4.8%, after an increase of 6.1% in 2014 and 1.9% in 2013.

 

In 2015, the expenditure on civil R&D per capita in Israel reached 1,537 dollars (current dollars in purchasing power parity terms of GDP), among the highest in the OECD countries; This is mainly due to a high concentration of development centers of multinational companies in Israel.

In the business sector there was a 5.3% increase in R&D spending, at constant prices, after a 6.8% increase in 2014. In the government sector there was a 3.8% increase, at constant prices, after a 3.4% increase in 2014; In the higher education sector there was an increase of 2.0% and in the private non-profit sector - 5.6%.

In 2015, 52% of the expenditures of the government ministries were directed to the promotion of general knowledge (which mostly includes the R&D allocations of the Planning and Budgeting Committee of the Higher Education Council), and 30% of them were directed to the promotion of industrial technologies. 49% of the R&D funding was from abroad and 37% of the funding was from the business sector.

 

Research and development (R&D) includes systematic and original activity aimed at increasing the pool of knowledge, which includes knowledge about humanity, culture and society and the use of knowledge to create new applications.

 

The expenditure on civilian R&D, at current prices, carried out in the business sector reached NIS 2015 billion in 43, which is 86% of the total national expenditure on civilian research and development. The rest of the expenditure on R&D was carried out in the higher education sector - 11%, in the government sector - 2% and in the private non-profit sector - 1%.

 

 

 

The development at constant prices reflects a 5.3% increase in R&D expenditures in the business sector in 2015, following an increase of 6.8% in 2014 and 1.8% in 2013. The business sector includes: computer programming branch, consulting in the field of computers and other related services (software), scientific research and development (R&D) branch and the industrial branches.

R&D expenditure, at current prices, (including investments in fixed assets and payments to external parties) in the R&D centers of multinational companies in Israel in 2014 was NIS 20.4 billion, an increase of 6%, at current prices, compared to 2013. All R&D P that is carried out in these companies is intended for use abroad.

In the branches of traditional industry there was a decrease, at constant prices, of 0.4% in 2015, following a decrease of 3.8% in 2014.

The main sources of funding for R&D - abroad and the business sector

 

The latest detailed data for 2013 show that the business sector financed 37.1% of all civil research and development in Israel, less than in 2012 (39.4%). The share of financing from abroad increased in 2013 - 49.3% compared to 45.6% in 2012 and most of it was designated for the business sector. The government sector financed, mainly through transfers to higher education institutions and self-financing, 12.4% of the expenditure, similar to 2012 (12.7%). The institutions for higher education financed 0.2% of the total expenditure, compared to 1.1% in 2012. The private non-profits financed 1.0% of the total expenditure for R&D, similar to 2012. An increase in the number of people employed in business R&D

73,690 employees worked in research and development in the business sector in 2014, including those employed in R&D in the general hospitals (an increase of 7.1% compared to 2013), of which 69,835 were full-time positions (an increase of 7.3% compared to 2013).

The distribution of the employed according to education level shows that in 2014 5% of them had a third degree, 75% had a master's and first degree, 13% had an engineer's and technician's certificate and 7% of them had another education.

 

The funding of government ministries is directed mainly to higher education institutions and business companies

In 2015, government ministries' expenditures for civilian R&D amounted to 6.9 billion NIS. These expenses included conducting studies, ordering studies from other parties and transfers to finance R&D in other sectors, including the Higher Education Planning and Budgeting Committee (VTA).

The distribution of government ministries' expenses for civil R&D shows that self-execution was 14% of the total expenditure and was mostly carried out by the Ministry of Agriculture and Rural Development (79%). 8% of the expenditure was directed to commission studies from external sources and 78% was transferred to funding R&D - 95% in other sectors (including operations abroad) and 5% in government ministries.

Most of the government ministries' R&D funding is done by the Ministry of Economy, whose expenditures reached 63% of the government ministries' R&D expenditures (without VAT). The research and development expenses of the Ministry of Economy, at current prices, increased in 2015 by 1.4%.

 

The funding of the government ministries according to targets shows that in 2015, 52% of the expenses were directed to the promotion of general knowledge, which mostly includes the funding of the Planning and Budgeting Committee of the Higher Education Council, and is directed to universities in Israel. In addition, 30% of the expenses were directed to the promotion of industrial technologies. Most of the expenses in this area were grants given by the Ministry of Economy to business companies. 6% of the expenses were directed to research for the development of agriculture, 3% were directed to research in the field of social services - education, work, welfare, absorption of immigrants, etc., and 2% were directed to infrastructure development (including research in transportation and urban and rural planning).
