430 Israeli researchers and scientists from abroad have been absorbed in Israel in recent years through the contact center of the National Academy of Sciences

A special meeting of the "contact center" and a job fair where returning Israeli researchers from around the world will meet representatives of the universities and colleges in Israel will be held on Monday, December 30, 2013 at the initiative of the Israel National Academy of Sciences. The conference and job fair will be hosted by the director general of the academy, Dr. Meir Zadok.

The Contact Center reported that approximately 430 returning scientists, most of them from the USA, Canada and European countries, were accepted into academic positions with the assistance of the "Contact Center" established by the Israel National Academy of Sciences in July 2007. In the last four years (2010-2013), 205 returning scientists were accepted. The purpose of the contact center is to help Israeli scientists abroad find a suitable job within the scientific community in Israel.

Currently, 2,602 Israeli researchers are registered in the "Contact Center" of the Academy, most of whom are employed abroad and are interested in returning to Israel, of which: 1,872 have a doctorate, 594 are doctoral students (Ph.D. students), 128 have a master's degree, and 3 have a bachelor's degree. In recent times, new entrants to the database have been registered every day. The contact center's data analysis shows that most of the registered researchers are from the USA - 1,583, from England - 204, from Canada - 92, from Germany - 75, from Australia - 42, from France - 36, from Switzerland - 26, from Sweden - 18 and another 412 returning scientists living in Israel Still looking for jobs.

New data published by the contact center on the occasion of the fair reveal that 2,322 scientists and researchers are currently registered in the database looking for work in the coming period in Israel, of which 901 are from the fields of life sciences and medicine, 911 from the field of exact sciences and engineering, 675 from the field of social sciences
and 261 job seekers from the field of humanities. Another new figure reveals the number of scientists and researchers that the institutions of higher education in Israel took in in the last three academic years from the database of the contact center: Tel Aviv University took in 42 returning scientists, the Technion took in 34 returning scientists, the Hebrew University of Jerusalem and Ben-Gurion University took in 32 each. The Weizmann Institute and Haifa University took in 22 each, Bar-Ilan University took in 16, the Open University took in 5 returning researchers and additional researchers were taken in by the various colleges.

The job fair of the contact center for the re-absorption of Israeli researchers in the academic system in Israel will open on Monday, 30th of Tevet, 2013, December 10, 00 at 43:13 a.m. at the Academy of Sciences at 30 Jabotinsky Street in Jerusalem. The fair will last until 17:30 and will be held again in the evening between 19:30 and 14:00. The Contact Center is currently issuing a tender for the construction of a new website to meet the growing needs in creating a connection between researchers seeking work abroad and the academic institutions in Israel. The special innovation on the site will be an interactive bulletin board that will bring together all academic jobs in Israel, both in universities and in academic colleges and in government research institutes, so that those registered in the database can search for jobs effectively. This will be the first time, following the cooperation between the contact center and the academic institutions in Israel, that all the information necessary for Israeli researchers will be centralized and accessible in one database.

The successful project of the Contact Center of the Academy of Sciences was also harnessed to assist in the implementation of the VT reform plan to recruit approximately 2,000 new senior faculty members over the course of six years, of which over 1,000 have already been recruited in the last 3 years (since the program began). The main initiatives of VT designed to encourage the absorption of new faculty are: a significant increase in the institutions' budget and a change in the budgeting key for institutions, the construction and upgrading of advanced research infrastructures, an increase in research budgets and partnerships in international research organizations. and the establishment of 16 centers of excellence (I-CORE) in a variety of fields.

The contact center cooperates with all the national entities that combine forces to help in the return of academics to Israel, such as the Ministry of Immigration and Absorption, which handles and assists in the absorption of Israelis returning from stays abroad in the fields of employment and entrepreneurship. The office also issues returning resident certificates that are recognized by customs and the National Insurance. Scientists who have been abroad for more than 5 years are entitled to the care of the Center for Absorption in Science, which includes personal accompaniment and subsidizing part of the cost of their employment during the absorption period. The center will have a booth at the fair with the participation of advisors from all academic fields.

Recently, the National Program for the Repatriation of Academics was founded, which specializes in placing scientists in the high-tech and bio-tech industries in Israel, but provides various services to all returning researchers, including those returning to academia. The program was officially launched in June 2013 and deals with providing assistance and close accompaniment in finding work and the absorption process for those interested in returning to Israel in the near future, providing general information to those considering returning in the more distant future and formulating a long-term government policy on the issue of repatriation. In the field of employment, they serve as a bridge between Israeli academics abroad and between employers in industry in Israel. One of the biggest barriers that the program addresses, similar to the contact center, is the difficulty in finding remote work. The program assigns each registrant a personal contact coordinator who accompanies him throughout the entire return process. They make sure to put their resumes on the desk of the relevant placement manager, get answers from him and, if there is a match, to try and enable the selection process to begin remotely. In the area of ​​absorption, they are in direct contact with senior officials at the Ministry of Immigration and Absorption, National Insurance, the IDF, the Ministry of Education, the health insurance funds, and more. The program representative will have a booth at the job fair.

There is no need to create a community of students around the research scientists. Linking cheap working students to these institutions. In Italy it is natural, here the universities will block it. What are they supported by, chief scientist budgets - there it is an industry. And they also earn.

  3. Unfortunately, the academy piles many difficulties on the employment possibilities of these talented people. For example, since the staffing capacity of the existing schools has more or less reached the maximum possible and the departments are saturated, the heads of the universities are united in their opposition to the establishment of the university in Ariel, and to turning the colleges into incubators for research on the teaching side. The considerations are usually narrow interests and petty politics, very few of them are substantive.

    By the way, in my opinion there is quite a bit of benefit in excellent people grazing for a while in foreign fields. These are usually high-quality ambassadors of the nation who slowly occupy key positions, and when they return, they bring here professionalism, training and connections. And in particular, no electronic communication can replace the special atmosphere absorbed in a certain place over time, and those who return carry this atmosphere with them and thus refresh the ranks.
