Unlike most Western countries, Israel does not have an active plan to deal with disasters caused by climate change

During a discussion held against the backdrop of the wave of fires, the report of the Knesset's Research and Information Center was presented, according to which Israel is only in the stages of preparing the plan. An institute that researched the issue was closed a year and a half ago due to budgeting problems * Chairman of the subcommittee, MK Yael Cohen Faran: "We have been through a disaster and the government is not waking up"

The sub-committee for the promotion of renewable energy technologies in the science and technology committee held a discussion today on the topic of the 'state of the national program for state assessments of climate change'.
The chairman of the subcommittee, MK Yael Cohen-Faran (the Zionist camp) opened the discussion: "Just a month ago, fires occurred in quite a few parts of the country. Everything was dry, easterly winds were blowing and every little thing lit huge fires. A lot of it has to do with the weather and climate change. Following the events, I understand how unprepared we are and how we do not perceive the intensity of the extreme climate phenomena that exist today. I am surprised by the lack of response from the government bodies with the exception of Minister Ofir Akunis. The address is already written on the wall."
Avner Porshafen, Director of the Climate and Agricultural Meteorology Division, Meteorological Service: "Extreme weather events are the result of very strong natural variability and global warming also has an effect. After the extreme weather in December 2013, we were asked by the emergency authority to prepare reference scenarios for extreme weather events in the event of snow, rain and heat waves. The most significant trend that needs to be addressed is the trend of rising temperatures, and this is the main issue for which we need to prepare, researchers need to be allowed to investigate and establish a national calculation center."
MK Dov Hanin: "Unfortunately, the issue of the climate has been pushed to the sidelines, we are talking about an issue that has tremendous significance for our lives as a society and we are only reminded when it comes to extreme events such as last month, we will not go into what happened everywhere but it is clear that the wave of fires increased because of the drought and the aridity. As a country, we are still not sufficiently prepared for more extreme weather that is expected to arrive, and this is a problem."
Shiri Spector - Ben Ari from the Knesset Research and Information Center team compiled a report containing a global overview of countries' assessments of climate change: "In the last decade, most Western European countries have adopted strategic plans for climate change, most of them have adopted 2 plans. Israel is together with several other countries in the preparation stages of such strategic plans, among them: Bulgaria, Croatia, Cyprus and Latvia. We examined progress in 32 European countries. Of these, 26 already have an existing strategic plan."
"The whole topic of preparing for extreme situations is progressing in European countries, such as a ban on building in places that are prone to floods."
Dr. Sinia Netanyahu, Chief Scientist, Ministry of Environmental Protection: "In 2011, it was decided to establish a knowledge center that would deal with a limited number of topics, they were asked to check changes in the current climate situation and other topics that deal with extreme weather. The center was established with a contract for one year and then for 3 years and then closed, it did not exist for a year and a half. Effects are long lasting and the work must be done over time. We need the government's decision to approve a budget, the decision makers need to understand the local effects and the policy."
Amir Givati, Director of Surface Water, Water Authority: "The climate is the top priority. This is a dramatic situation especially in the north of the country - in the last three years there has been a hydrological drought and we have crossed all the red lines in terms of natural water sources. This is the worst situation in the last 100 years. On the other hand, there is an increase in incidents of floods and flooding. We are ready based on an emergency."
Orna Lichtman R. Environmental Protection System, Ministry of Defense: "We are in a very large headquarters work in everything related to climate change. We are preparing and this is in the priorities. Everything will be expressed from a strategic point of view and it will come parallel to the field of environmental protection. We believe that it will take us a year until the issue moves to the other ministries."
The chairman of the committee: "I have the feeling that another layer is not being added to the strategic threats of the State of Israel, the matter is not yet perceived at the top of the security system and needs to be taken into account."
Avi Ben Zakan, head of the Fire and Rescue Service, Ministry of Internal Security: "The frequency and intensity of fires is increasing. We in the fire brigade have a very organized plan to strengthen both in manpower and financial means, we hope that the government will help us so that we can give the reasonable answer to the citizens of the State of Israel. 4,000 more firefighters are needed, this is twice the number of workers today."
Carmit Lobnov, CEO of the Association for Environmental Justice, Organizations and Associations for the Protection of the Environment: "Israel is in first place before last in the budgetary issue of climate and environment in relation to the OECD countries."
Dr. Shai Reicher, Director of Risk Assessment of Public Health Services, Ministry of Health: "We are prepared for emergency events, but for long-term events, we need budgeting."
The chairman of the subcommittee concluded the discussion: "We talk about climate change, but what is really needed is a change of attitude. Countries woke up after disasters, in our country, despite the disaster, we still haven't woken up, neither has the government, everything is lazy. Regarding the knowledge center that stopped operating about a year and a half ago, I will appeal to the chairman of the committee in order to hold a discussion regarding the stopping of knowledge centers and one-time budgeting - a situation has arisen in which the whole process is stalled and it is a waste of public money. We must prepare before the next disaster"
"It is important for me to emphasize that the Ministry of Finance chose not to come to the discussion, the matter shows the lack of prioritization and approach to the issue. We pay high prices for dealing with difficult winter events such as flooding and floods that harm the general population and especially vulnerable populations. In addition, I seriously consider that the fire department does not have enough budgets".

  1. Somehow, even though we remember here late, successful actions were taken, on the part of the current administration, since in the last 4 terms and largely since 1977 with the exception of 1993, he has been in power: water has been watered for 75% of Israel's drinking needs and quite a lot of consumption in general.
A large squadron of firefighting aircraft was purchased. Israel has signed the treaty for 2020 reduction of greenhouse gas emissions, switched to gas electricity production. Agriculture here is in danger of collapsing because you are looking through the hole. Average age for a farmer is 60.
The universities here are a bit dry, as well as dozens of government or national companies towards outsourcing instead of permanent positions. It indirectly belongs to the situation because without strong research there will be no solutions. Not all bad and not all good.

  2. Those who comment here are either delusional or fooling themselves. I bet those are religious. I believe and respect the sources. But what is written here has nothing to do with science.

  3. In Israel there are yeshiva students who pray to the great and terrible God, so there will be no natural disaster here, there is nothing to prepare for as long as there are budgets and the number of yeshiva students increases

  4. This year, as an exception, it rains in Israel in March and less in Europe. I have no moral prophecy and rebuke to say about it.

  5. >A> Some of us do not spend time thinking about their place, role and destiny in the world. Focusing on these issues as part of the search for meaning in life, promotes us to understand and accept in depth the work of God as a possible meaning for our destiny and role.
    >b>Many people, including secular people, are looking for meaning in their lives and understand that life is not meant to pass "just like that" without exploitation and meaning. Possible solutions for meaning are: the search for identity, a meaningful creation that will give content to life, personal experiences, the development of education and the scope of professional practice and many other areas.
    >c> The desire not to just live without meaning and the need to look for content in life and to take advantage of it raise the question of where these searches stem from and what is the source of the lack of satisfaction and the desire to exhaust life.

The second man, like the first man, his curiosity is aroused by the universe. The intellectual curiosity pushes both of them to dare and stand face to face with the secret of existence. However, while the universe prompts the first person to strive for power and control, and because of this he asks the functional "how" question, the second person responds to the call of the universe by needing a gesture of recognition of a different kind. It does not ask any functional questions. Instead, he turns his interest towards questions of the metaphysical type. And his questions are three. He wants to know: why? what is? who is
    1) He wondered: "Why was the world created? Why does man face a system of large and indifferent objects and events?"
    2) He asks: "What is the purpose of all these? What is the trend inherent in the organic and inorganic matter, and what is the meaning of the great challenge that reaches me beyond the boundaries of the universe and even from within my tormented soul?"
    3) The second person continues to wonder: "Who is it that follows me persistently, without being asked and without being required to do so, and disappears into the infinite space at the very moment when I turn to come into confrontation with that holy, terrible and hidden 'he'? Who is the one who instills in a person at the same time fear and happiness, humility and a sense of greatness? Who is it that man clings to with great and passionate love and from whom he flees out of fear and anxiety? Who is it that draws the human heart strongly and yet rejects it completely? Who is it that man experiences as hiding in the hiddenness of his strength and likewise discerns in him the most fundamental, clearest, and most understandable truth? Who is it that we recognize at the same time as the revealed God and the hidden God? Who is it that the person feels that his spirit breathes life and sustains life and who, however, is distant from everything?"
    ===
To answer this triple question, the second person does not use the functional method invented by the first person. He does not create his own world. Instead, he wants to understand the living world, the "given" within which he was imposed. Therefore, he does not mathematize phenomena and he does not turn things into concepts. He stands in front of the universe in all its abundance of colors, India and back, and learns to know it with the innocence, awe and admiration of a child looking for the unusual and miraculous in anything or an ordinary event. While the first person is dynamic and creative, transforming the data of the senses into thought patterns, the second person tends to absorb and see the world as it is. He does not seek the image of God in the mathematical formula or in the relative law of nature, but in every ray of light, in every sprout and flower, in a gentle morning breeze and in the silence of a starry night. Basically, the other person does not explore the abstract and scientific universe but rather the charming qualitative world in which he maintains a close relationship with God. The biblical metaphor that says about God blowing a spirit of life into man refers to man's preoccupation with the word of God, to his divine, true and vital experience - and it does not refer to some divine talent inherent in man and symbolized by the "image of God". The second person lives in closeness with God. The existential experience of "I" is woven into the consciousness of the connection with the "foundation of reality", whose traces he discovers in the crooked ways of creation.

(Not to look for a purpose in life and to live a seemingly quiet life, or to face and look for a purpose that in the end the search will pay off despite the mental effort)

  6. The Middle East is in the process of a massive evacuation of the population due to high population density and climate changes that have caused wars throughout the region (Syria, Iraq, Yemen, Sinai, Libya).
Planting trees (fire-resistant eucalyptus) in open areas and on the roofs of houses will reduce the temperature in the air.
Covering the Kinneret and other open water reservoirs with plastic balls will reduce water evaporation.

  7. Bouncer
You are right, but the fact is that the State of Israel has been a vassal of the USA since its founding, and the Americanization of the State of Israel "with the help" of the communist and leftist parties brought us to this situation.

(I guess this is also why the children of the Maghreb - born in Morocco - call themselves "Mizrahim". They probably mean that they were born east of the USA. Otherwise there is no sense in calling them Mizrahim).
All this is going to change very soon.

  8. Again and again they try to belong to the "Western countries",
When will the "trying" understand that we are in the East,
Most of the residents have an oriental orientation/identity,
Geographically we are in the eastern Mediterranean,
Therefore, if you want comparisons or a scale, it is correct to do so
According to geographic and statistical data,
And not according to the historical affiliation of some of the "experimenters"...
    As I wrote before:
We have long since moved from the lions to the backs of the foxes...

  9. We will all soon understand more about the world, about the soul and the reason we are here.
Since we are in the last generation for the Messiah, the meaning of the Messiah is a growing awareness of the life of the soul and not only of the body.
In this generation the righteous spoke of the difficulties that will be at the time of the Messiah's coming, because the closer we are to discovering the light, the stronger the darkness becomes. Always think before the dawn there is darkness. Since the darkness of our days is greater, the light that will be revealed will also be greater and therefore we are obliged to deal more with the light.
