Israel is together with several other countries in the preparation stages of such strategic plans, among them: Bulgaria, Croatia, Cyprus and Latvia. We examined progress in 32 European countries. Of these, 26 already have an existing strategic plan."

Dr. Sinia Netanyahu, Chief Scientist, Ministry of Environmental Protection: "In 2011, it was decided to establish a knowledge center that would deal with a limited number of topics, they were asked to check changes in the current climate situation and other topics that deal with extreme weather. The center was established with a contract for one year and then for 3 years and then closed, it did not exist for a year and a half. Effects are long lasting and the work must be done over time. We need the government's decision to approve a budget, the decision makers need to understand the local effects and the policy."
Amir Givati, Director of Surface Water, Water Authority: "The climate is the top priority. This is a dramatic situation especially in the north of the country - in the last three years there has been a hydrological drought and we have crossed all the red lines in terms of natural water sources. This is the worst situation in the last 100 years. On the other hand, there is an increase in incidents of floods and flooding. We are ready based on an emergency."

The chairman of the subcommittee concluded the discussion: "We talk about climate change, but what is really needed is a change of attitude. Countries woke up after disasters, in our country, despite the disaster, we still haven't woken up, neither has the government, everything is lazy. Regarding the knowledge center that stopped operating about a year and a half ago, I will appeal to the chairman of the committee in order to hold a discussion regarding the stopping of knowledge centers and one-time budgeting - a situation has arisen in which the whole process is stalled and it is a waste of public money. "It is important for me to emphasize that the Ministry of Finance chose not to come to the discussion, the matter shows the lack of prioritization and approach to the issue. We pay high prices for dealing with difficult winter events such as flooding and floods that harm the general population and especially vulnerable populations. The second person lives in closeness with God. The existential experience of "I" is woven into the consciousness of the connection with the "foundation of reality", whose traces he discovers in the crooked ways of creation.
