Over the past year, about 100 scientists, experts, government officials and representatives of civil movements have been engaged in examining the effects of climate change on the State of Israel.

In the introduction to the report, Prof. Shechter explains: "Apparently, climate change is only expected to affect the water economy of the State of Israel in the future, the health of the residents, the existence of biological diversity in the various ecosystems, our urban climate and the energy consumption in the homes we live in. But already today we are forced to deal with these changes, although still on a relatively moderate scale: changes in the occurrence of rainfall, an increase in the heat load, migrant workers, some of whom are climate migrants, diseases that are transmitted by vectors, and more.

Prof. Schechter also points out: that the hard work that has been done still does not prepare the State of Israel for climate change. First, regarding each of the areas that have already been studied, there is a need for regular and ongoing monitoring and surveillance, and an up-to-date examination of the effects of the changes and the realization derived from it regarding the required preparation. The preparedness plan must be dynamic, and adapt itself to the changing conditions. In addition, the work does not contain other areas that are obvious to everyone that will be affected by climate change, such as sea level rise and its consequences on water infrastructure, energy, the military and more. Other important areas such as the energy sector, tourism, security, industry and more were not examined. It should be noted that in the field of agriculture, the Ministry of Agriculture was prepared at the same time as the expected changes. Another important factor that must be involved in the plan is the local authorities, because in the end, the authorities are the ones who will have to respond to an outbreak of an epidemic or damage to vital infrastructure.

Prof. Schechter recommends establishing a knowledge center with a permanent multidisciplinary faculty, which will work with the relevant government ministries, but with a large degree of research independence, and will operate as an independent legal entity, and which will accompany the academic work and formulate recommendations in the field of optimal adaptation of the various sectors to the government ministries concerned , with interagency funding over time.

Climate: The northern part of Israel is characterized by a Mediterranean climate and the southern part by an arid climate, with a narrow strip of semi-arid climate in between. The most critical element in Israel's climate is the rainfall regime, which has extensive consequences in many areas, since the vast majority of the water available in the State of Israel, about 75% of the total water consumption in Israel (domestic, agricultural and industrial) originates from rainwater. Hence, any change in the rainfall regime, i.e. the annual amounts of rain, the intra-seasonal distribution of rain, momentary rain intensities, the timing of the rainy season, the dry episodes during it, the number of rain episodes and the rain yield per rain episode, are critical to the water system in the State of Israel. The trends of temperature changes in Israel in recent decades indicate a decreasing trend in temperatures (minimum, maximum and average) from the 0.5s to the 0.3s, and then an increasing trend until the beginning of the XNUMXs and stability in the last decade. Global scenarios (not yet empirically established) predict a continued increase in temperatures at an average rate of between XNUMXºC-XNUMXºC per decade (depending on the season and location). In addition to these trends, there is a trend of increasing uncertainties in the temperature regime.

As part of the first report, it was found that in most of the parameters reviewed (temperature regime, rain regime, extreme weather events - heat waves and pollutant concentrations) there are scenarios for worsening (increase in temperatures, decrease in the amount of precipitation, increase in the frequency and intensity of certain types of extreme weather). It is important to emphasize that not all trends were found to be statistically significant. These scenarios (if they will indeed occur) may have an impact on different areas of the economy (the water sector, agriculture, public health, coastal protection, energy, geostrategy, diversity of species, and more).

The main recommendations of the climate team:
A. Thickening the network of meteorological stations in Israel. It is highly recommended to establish stations within nature reserves with the assumption that these areas will not be disturbed in the future and therefore the measurements will represent the same environmental conditions in the future and not disturbed conditions as happened in many stations.
B. Deepening the research about the relationship between synoptic conditions and the characteristics of the rain (amount, intensity, duration).
