The Foreign Trade Administration at the Ministry of Foreign Affairs, in cooperation with the Export Institute, held a video conference this week with representatives of the European Union in Brussels regarding the Galileo program, which is the European Union's program for the provision of satellite location and time services.

The meeting was attended by representatives of companies including IAI, Lubard, Tadiran Spectra Link, Sal Guide, the head of the Israel Space Agency, as well as representatives from the Ministry of Transport, Communications and Foreign Affairs. During the meeting, the schedules of the project, the bodies that have been established and will be established for its delivery and management, cooperation options facing countries and bodies that are not from the European Union were reviewed.

The representatives of the European Union said that 2005 billion euros were allocated for the next phase (2003-1.1). At this stage, part of the program's satellite array will be launched into space and part of its ground array will be built. The goal is to make sure that the system works. If this phase is defined as a success, 2008 satellites will be launched into space in the third phase (2005-26) and the construction of the ground system of the program will be completed.

The European Union plans that, starting in 2005, the program will be operated by a private commercial operator and will soon apply to the definition of the tender to select that operator or network of operators. The AA representatives said that they are also interested in seeing Israeli entities and investors take part in the commercial operation of the program.

The VP of Foreign Trade at TMS, Ronit Ken, said that the ministry is now focused on examining the possibilities of helping Israeli companies integrate into the set of tenders that the program manager is expected to issue soon. The scope of the program is estimated at more than 3.5 billion euros. Ken added that cooperation options between the European Union and Israel are being reviewed as part of the program. This joint venture, which is defined as strategic, can be a solid foundation for the Israeli aerospace industries both for joint ventures and for competition in the civil satellite services market in the medium and long term.
Background on the Galileo program

The Galileo program is the flagship program of the European Union. The program is given great importance both because of the development of the knowledge-rich capabilities associated with it and because it will allow the participating companies to compete for a share of the satellite services market, a market whose value is estimated to reach tens of billions of euros within 10 to 15 years.
