Command and control systems for crisis management, which are the most advanced of their kind in the world, were presented this morning at the Haifa municipality, to the commander of the American National Guard, General Craig McKinley, and senior military officers who came to Haifa to closely monitor the conduct of the national home front readiness exercise "Turning Point 4".

General McKinley was accompanied by Deputy Minister of Defense Matan Vilnai, Major General of the Home Front Command Major General Yair Golan and Commander of the Northern District of the Home Front Command Col. Anwar Saab.

Mayor Yona Yahav presented to the guests the municipality's emergency preparedness managed by the municipal crisis management center using the most advanced and some of the only operating, control and control systems in the world.

Among the systems: a command and control system for crisis management developed by the "Elbit" company for the municipality of Haifa. The system performs an integration of real-time data that is transmitted to the NAM, among other things, through a unique observation system purchased for this purpose by the municipality.

Besides cameras, some of which will be operated by drone in the future, the system includes control aids that allow the urban crisis management team to formulate an up-to-date picture of the situation at any point in time.

In addition, the NAM was assisted by the computerized database that was recently launched by the director of engineering and includes, among other things, all the building files in Haifa and additional data from the municipal databases that provide the rescue teams with essential data about the building and the tenants who live in it.

Another unique system of its kind that was developed at the initiative of Mayor Yona Yahav as part of the lessons learned from the Second Lebanon War is the distance learning system that is now routinely used and allows for an immediate transition to studying from home during an emergency.

The system includes all the lesson plans in all the schools in the city which the teachers can transfer from their homes to the students' homes while receiving feedback and engaging the students in social and recreational activities.

Another tool at the disposal of the crisis management center is the municipal police vehicle equipped with observation and computer systems that can work independently at any site in the field.

During the exercise, employees and volunteers, in cooperation with the home front command and the rescue teams, practiced a variety of emergency scenarios that included dealing with conventional and unconventional missile drops. The establishment of information centers for the population, emergency centers [anxiety victims] care for the population in general and the weak population in particular, the cooperation with the Home Front Command and the National Emergency Authority.

General McKinley expressed his deep impression of the municipality's preparedness, the scope of the investment and the mayor's personal involvement about which he had already heard from his predecessor in a position that visited Haifa during the Second Lebanon War and expressed his impression in an article he wrote about the mayor's performance during the war.

This impression was also shared by the Deputy Minister of Defense, Major General of the Home Front Command Major General Yair Golan, the head of the General Staff, acting in response to Ze'ev Tzuk-Ram, who summarized the visit and said that Haifa continues to lead and set an example for many local authorities in the country in the field of emergency preparedness.

  1. A public song of praise devoid of any grasp of reality to the head of the cities of Haifa Yona Yahav
Which of course was written directly from the mouths of the municipality's spokespersons and the municipality's photographers, what with a respected site like Hidan.
In practice, the situation of the shelters in the city is problematic to say the least, not much has been done since the war.
In addition, and perhaps worse than that, the mayor's coalition refused the offer to discuss the situation of hazardous materials in the Gulf
Haifa, why did she refuse? Oh, it's a small and marginal matter, plus or minus a few tens of thousands of dead.

  2. Why does only the Haifa municipality need a control system during a crisis?
Preparing here for the previous war?

  3. The American National Guard managed to screw up quite well in New Orleans during Hurricane Katrina
