The Magnet Committee, headed by Dr. Eli Ofer, the Chief Scientist at the TMT Ministry, approved the activities of a new association that will operate in the next 3 years to develop the core technologies for creating a personal television environment. The scope of activity of Maged "Negev" will be about 20 million dollars in the next 3-4 years.

Companies such as "Comvers", "Optibase", "Scoopus", "Orca", "Bitband", "Mobixel", and "Syntechmedia" participate in the association, which specialize in the three levels of activity of the association: service management, content management and content delivery, alongside researchers from the Technion , the Hebrew University, Bar-Ilan University and Tel Aviv University who specialize in the field.

The vision of Agged "Negev" is that in a few years each person will be able to watch TV broadcasts according to the time and place convenient for him and with the variety of viewing media available to him, whether it is a TV screen, a mobile phone device or a personal computer.

The chief scientist at TMT, Dr. Eli Ofer, anticipates that at the end of the project the members of the association will provide software and hardware that constitute a generic infrastructure for a personal television environment of video content for mass use in various broadcast networks, which will allow them to develop attractive applications with technological leadership in the international markets.

Ilan Peled, director of Magnet, added that Magad "Negev" is the first new association to be approved for 2006. Apparently two more new associations that are in the final stages of organization will be approved in the coming months.

In total, in 2006, 12 associations will be operated as part of the magnet program with a total operating budget of approximately NIS 250 million, with approximately 2/3 of the amount financed by the state and the balance financed by the industry.


A national program to promote research and development in the field of integrated technologies with a total scope of NIS 550 million will be launched in the coming year

On May 9, 2006, the outgoing director general of the Ministry of Education, Raanan Dinor, Prof. Shlomo Grossman, chairman of the Institute of Education, and the deputy commissioner of budgets, Raviv Soval, signed an agreement for a joint venture in the field of integrated technologies.

The outgoing Minister of Taxation and Finance, Ehud Olmert, directed the Taxation and Finance people several months ago to advance this plan. This is a program with a total scope of NIS 550 million which will extend over five years and will be budgeted already in the coming school year by NIS 90 million.

Ra'anan Dinor points out that the subject of Converging Technologies is now a high priority in most advanced countries. The field of integrated technologies bridges fundamentally different technologies from each other, such as biology and electronics, electro-optics and engineering, and requires special preparation for the establishment of the physical and human infrastructure in the research academic institutions and then also in industry.

It should be noted that in recent months, headquarters work was conducted in cooperation with the parties involved in the project for the formulation of an activity framework that will include the following topics:

o Development of excellence and multidisciplinary training programs.
o Assistance in returning relevant scientists to Israel.
o Development of infrastructures and laboratories in the field of integrated technologies.
o Support for integrated studies.
o Activity aimed at transferring knowledge in the fields of integrated technologies from the Academy of Industry.

The total scope of the program for the next five years is about NIS 550 million. When the financing is in equal parts between all partners.
The budget for this year (in the amount of NIS 90 million) will be allocated after the approval of the state budget for 2006.

In order to create more research and development activity in the field, the budgets were earmarked for new projects only. It should be noted that the steering committee will be able to decide on the expansion of existing projects that the committee deems appropriate to speed up their progress.

The Ministry of Science and Technology's share will be from the chief scientist's budget and will be directed only to industry-oriented R&D projects and the purchase of equipment for laboratories that will allow access to industry.

The program will be guided by a steering committee that will consist of two representatives from each of the following bodies: the Ministry of Finance, the chief scientist at the Ministry of the Ministry of Science and Technology, and the Ministry of Science and Technology.

The steering committee will outline the policy of the program and determine the principles of the distribution of the budget between the various projects and the various institutions. Also, the committee will determine which body or bodies will be responsible for operating the program in accordance with its guidelines, making maximum use of existing bodies and platforms.
