Recommendation: invest half a billion NIS in promoting the field of artificial intelligence in industry and academia

The TLM Forum (National Research Infrastructures) approved the recommendations of the expert committee for examining the development of the field of artificial intelligence, and will work to quickly advance the committee's recommendations that were defined as the most urgent, to the extent of over half a billion NIS

The TLM Forum (National Research Infrastructures) today approved the recommendations of the independent review committee, headed by Dr. Erna Berry, which was established by him in February to examine the field of artificial intelligence and the scope of the required government intervention, and stated that he will work to quickly advance the first round of recommendations The committee defined as the highest urgency.

The members of the forum, which includes the Innovation Authority, the Planning and Budgeting Committee (PTC), the Ministry of Defense (Ministry of Defense), the Ministry of Science and Technology and the Ministry of Finance, appointed Dr. Erna Berry to head the committee that included experts from academia and industry.

Besides Dr. Erna Berry, who chaired it, the committee included the following members: Prof. Yair Weiss (Hebrew University), Prof. Amir Globerzon (Tel'a University), Prof. Sharit Kraus (Bar-Ilan University) , Dr. Aya Sofer (IBM company), Avner Goren (Intel company) and Tal in Mail Moti Besar. The committee's work was coordinated by Gadi Levin (National Academy of Science), Lt. Col. Eran Dahan (Ministry of Defense) and Dr. Aviv Balasiano (Innovation Authority) and assisted by, among others, Prof. Haim Levy (Bar-Ilan University) and Dr. Nir Briler (a large company). 

Critical timing for maintaining Israel's leadership in the field of artificial intelligence 

As part of its activities, the committee held many meetings, among others with leading parties in the fields of industry, security and government, leading researchers in academia and leading foreign experts in their fields. The committee also reviewed various flagship programs implemented in other countries in the world and other relevant reports written on the subject.  

The committee's report indicates the critical need and the urgent timing for the implementation of its conclusions, in order to produce leadership in certain areas as well as preventing inferiority vis-à-vis other countries in the field, which is significant for broad aspects of the Israeli economy - economic, civil and security. As part of the committee's recommendations, the measures that are of the highest level of urgency for the coming years were defined, which it is recommended to begin their implementation immediately: the establishment of a computing infrastructure on reduced hardware (HPC) in the amount of 270 million NIS, generic R&D projects with an emphasis on NLP capabilities in the amount of 180 NIS 100 million as well as a budget for personnel training and the purchase of advanced equipment at the academy in the amount of NIS XNUMX million. In addition, the recommendations include creating a supportive regulatory environment to promote the field as well as guaranteeing access to the Nimbos public cloud project.

During the discussion, it was clarified by the members of the forum that the work of the inspection committee well incorporates the position accepted by the members of the forum regarding the required governmental intervention in the field. Also, the national program is expected to be managed by a steering committee that will include the representatives of the bodies that are members of the TLM Forum, which will appoint a director on its behalf, and it will be accompanied by a scientific committee that will consist of experts in Israel and abroad.  

It was also agreed that in the next step, the recommendations of the committee will be presented to the professional and political level in the relevant government ministries, in order to bring about the rapid advancement of the recommendations defined as the most urgent.
