The Minister of Science, Technology and Space Jacob Perry today referred to the apparent decision of the European Commission according to which the agreements to be signed in the future between the Union and Israel will include a clause stating that "this agreement does not apply to any Israeli institution beyond the 1967 borders", which also endangers Israel's science relations with the Union And he said: "The technical execution of the decision may harm the possibility of Israeli scientists participating in the research and development programs of the European Union and will reduce the accessibility of Israeli scientists to these large grants compared to scientists from other countries. The budgetary significance is a potential damage to approximately 40% of the academic research and development budgets that are transferred to Israeli scientists in universities. The decision will cause Israeli universities to compete with one hand tied behind their backs for the research grants of the Union programs."

Every year, Israeli scientists are very successful in the prestigious grants of the European R&D program. In the Seventh Framework Program of the Union, about 1900 Israeli studies from the universities, industries and hospitals in Israel have been financed so far to the extent of about 750 million Euros.
