Minister Peretz: canceling the plan to reduce greenhouse gases - lacks any economic and social logic

The Minister of Environmental Protection, MK Amir Peretz, participated this morning in the discussion of the Knesset's Interior and Environmental Quality Committee which dealt with canceling the plan. It is important to mention that morbidity caused by air pollution also has very heavy economic costs" • The representatives of the Ministry of Foreign Affairs who were present at the discussion agreed with the minister that it was a withdrawal from an international commitment and announced that the cancellation constitutes a serious injury to Israel's credibility

The Minister of Environmental Protection, MK Amir Peretz, announced today that "the cancellation of the program to reduce greenhouse gases lacks any economic and social consideration." After the approval of the Law of Arrangements in the government, the decision on the future of the program was passed to the Knesset.

The minister said that the finance representatives argued to him that due to the entry of natural gas into Israel, there is no longer a need for a plan since the gas will lead to a decrease in pollution. "This argument is simply not true," the minister informed the committee and explained that the effect of gas on air pollution in Israel was taken into account in advance even in the planning stage of the plan to reduce greenhouse gases. The minister mentioned in the committee that "even morbidity caused by air pollution has heavy economic costs. It is not possible that a program that is budgeted for 10 years with an international commitment by the president of the country and with social and economic goals - will simply be deleted." As you may recall, President Peres pledged at the UN conference that Israel would reduce 20% of its greenhouse gas emissions by 2020, while canceling the plan would not allow Israel to meet this commitment. The representatives of the Ministry of Foreign Affairs who participated in the discussion agreed that canceling the program "constitutes a serious injury to Israel's credibility".

Minister Peretz reviewed before the committee the main points of the program and projects that were financed with its help and resulted in both a decrease in pollution and a decrease in the financial expenses of the business or the local authority. Thus, for example, the Unidress factory used for cleaning and sanitizing uniforms received a grant of 625,000 shekels and was able to raise 2.8 million shekels through it, with all of the money being used to install a facility for reusing the heat emitted from the factory's production processes. This plant saves 30% of its financial expenses every month.

As part of the program to reduce greenhouse gas emissions, the Ministry of Environmental Protection granted one-time financial support to 208 different projects and businesses totaling approximately NIS 106 million. Among them: upgrading air conditioning systems of hospitals and hotels, installing smart and economical lighting in weak local authorities, replacing boilers and setting up solar systems and more. These projects are expected to reduce emissions by 2020 tons of CO450,000 per year by 2, an annual amount equivalent to all the pollution caused by electricity consumption of a city the size of Herzliya. In addition, these businesses and authorities will benefit from annual savings of approximately NIS 100 million.

  1. Peres gave his "promise" at the Copenhagen conference
In front of the representatives of 190 countries, a large part of which issued similar statements,
The intention of the declaration was to set in motion a process that would not have moved without the declaration,
Contrary to what Peretz said, the decrease in pollution following the transition to gas use
was not taken into account since it was not clear that the economy would switch to using gas,
To this day, the new Minister of the Environment is mostly busy talking,
If there are actions against a tiny part of the amount of talk.... Dino

  3. Minister Peretz continues to ramble.

Shimon Peres committed in his own name and without any authority of his to commit on behalf of the State of Israel. Minister Erdan, on behalf of the Israeli government, did not want to insult President Peres Barberan, so he issued a letter of intent, following an inter-ministerial committee that also issued a statement of intent (in practice, there was no agreement on how to implement
Nothing operative by the government ministries that participated in the committee - the ministries started throwing at each other who will do what). A statement of intent is not a commitment but only a statement of intent that can change if circumstances change.

It is most important to note that the context in which President Peres made his irresponsible statement (regarding a 20 percent cut in greenhouse gases) was not a gathering where they came to Israel demanding to cut something or do anything at all regarding greenhouse gases. This framework (which I don't remember the name of) was a convention where Israel and other countries were invited *as guests* who have no obligation in the framework of agreements on greenhouse gases. The same framework asked all the guests, or some of them, to send her letters in which they would write a statement of their intentions regarding greenhouse gases. So Israel wrote a non-binding declaration of intent and withdrew from the non-binding declaration of intent. Not an international commitment of Israel and not shoes.

As for the reasons given by the Ministry of Finance and the Prime Minister for canceling their intentions expressed in the statement of intentions. It was stated by the Ministry of Finance and the Prime Minister that Israel is switching to using natural gas as the main source of power for generating electricity, due to the discovery of the huge gas fields in Israel's sea, therefore such a switch will reduce greenhouse gas emissions in Israel to a considerable extent. This reduction in greenhouse gas emissions makes redundant the statement of intent discussed above - - - because this reduction is done in other ways and not necessarily according to the outline specified in the letter of intent.

Minister Amir Peretz cries over the burial of the carcass, Israel's declaration of intent to reduce greenhouse gas emissions, this carcass died a long time ago. Why is Minister Peretz crying? Because Minister Peretz would receive less budgets for his office if they implemented the letter of the statement of intent as he said.
