Minister Uzi Landau transferred the powers of the Ministry of the Interior to his office

Yesterday (June 26.6) a discussion was held in the Interior and Environmental Protection Committee on the issue of oil shale. At the center of the discussion is Section 47 of the Petroleum Law, whose regulations were updated about two months ago by the Ministry of Energy and Water. The new regulations for the section bypass the planning and construction system under the responsibility of the Ministry of the Interior and increase the power of the Minister of Energy and Water in a very significant way, in deciding whether to allow drilling for oil exploration in one place or another.

If the need to conduct an experiment to produce oil shale in the Judean Lowlands is so essential, why does the entrepreneurial company fail to convince the public, and instead prefers to use politicians to bypass the planning and construction laws and the objections of the Ministry of Environmental Protection, the Ministry of Health and other ministries simply by enacting a bypass law?

Yesterday (June 26.6) a discussion was held in the Interior and Environmental Protection Committee on the issue of oil shale. At the center of the discussion is Section 47 of the Petroleum Law, whose regulations were updated about two months ago by the Ministry of Energy and Water. The new regulations for the section, bypass the planning and construction system under the responsibility of the Ministry of the Interior and headed by Eli Yishai and increase the power of the Minister of Energy and Water in a very significant way, in deciding whether to allow drilling for oil exploration in one place or another.

Among other things, the section will allow a pilot for oil exploration in abbreviated planning procedures, without the possibility of appeal, bypassing the accepted environmental requirements, and without involvement from the Ministry of Environmental Protection, the Ministry of Health and the Ministry of Agriculture.

In the discussion, it was clarified that only the Ministry of Energy and Water supports the promotion of the pilot, in contrast to the other government ministries, and therefore section 47 will allow the project to be promoted more strongly since all the powers are in the hands of one ministry, which has already supported the project in advance for reasons whose objectivity is questionable. Also in the debate, Knesset member Rachel Adato from the front expressed her concern for public health, and Knesset member Devar Hanin spoke about the need to implement a master plan for the energy sector that would allow for long-term planning of the energy sector and energy sources.

Member of Knesset Dov Hanin commented to the chairman of the committee Amnon Cohen of the Shas: "There used to be an interior ministry that belonged to the Shas and suddenly Israel Beitno is taking the planning powers from the Ministry of the Interior, what happened to the Shas?"

However, the committee was full of opponents of the project who were outraged that they were hardly allowed to express their opinion compared to the representatives of the entrepreneurial company IEI who opened the discussion, summarized it and spoke in a significant part of it.

Also, it caught the eyes of those present that Efi Eitam - the former Minister of Infrastructures, who currently serves as the chairman of the entrepreneurial company, settled in the area designated for Hakim only and received special treatment.

Coordinator of the green trend at Hadassah College, Gadi Kolker: "The Ministry of Energy and Water acts as a dictator on an issue whose risks require the involvement of other government ministries besides it. The amendment of the regulations of section 47 is irresponsible and gives the Ministry of Energy too much power. The specific reference of the regulations to the production process of the oil shale is also very strange. In light of this, the question arises as to the nature of the relationship between IEI and the Ministry of Energy and Water, and whether the company receives too special treatment."

The scientist's editor's note: apparently no one among the decision-makers learned any lesson from the social protest, governmental transparency is a concept they consider unnecessary, and again, it is not clear why. After all, in a democratic country you have to work according to the same rules for everyone and if a certain project passes all the approvals it can go ahead, if the entrepreneurs fail to convince the residents and most of the relevant government ministries, they should check where they went wrong in their conduct and not try to push the project by force.
