Elbit Systems developed Rotem for the Israel Police - an advanced border control system that is installed at all border crossings in Israel

Elbit Systems developed for the Israel Police the border control system Rotem (registration and control of transit movements), an innovative knowledge management system connected to the databases of all security organizations and the government in Israel. The system was installed at all border crossings, at entrances and exits from the country, including airports, seaports and land border crossings. HP and Sapiens also participate in the project.

The border control system is a national project funded by all government ministries and security organizations in Israel. The system operates in three stages: the first stage - the identification stage, in which the system drives the border controller to identify the person standing in front of him. The second stage - the control stage, in which the system connects to all the databases in Israel and, depending on the nature of the information received, presents various options available to the controller for individual treatment in each individual case. The third stage - the registration, includes updating all information systems regarding the verification or modification of the data in accordance with the steps taken in the control stage.

The system is considered one of the most advanced in the world in its field, and is designed to provide a comprehensive response to the changing security and civil needs of the country and to enable dynamic management of border control. The ROTM system is designed to provide a response to passers-by and vehicles passing through the various border points by more hermetically closing the border crossings and significantly reducing the probability that an unwanted party will be able to enter or leave the country.

The Rotem system is based on a unique engine for searching and locating names - SOUNDEX), one of the most advanced and reliable in the world, which was improved and adapted especially for this system by Prof. Yaakov Shoika, Emeritus Professor of Computer Science (Bar Ilan University) who specializes in natural language processing. This search engine recognizes the variety of alternatives of any given name and thus allows locating a name in every possible variation of it. The sophisticated system learns and is updated, and is able to make the difficult logical things related to the coordination between entry and exit dates, the time period that passes between the crossings, passport numbers and identity cards, in order to provide the border controllers with a depth of data. 
In addition, the system administrators can immediately update changes in the complex transit laws and procedures, which refer to the various populations passing through the border crossings, thus eliminating the need to remember them orally. The system is built in a compartmentalized manner and allows different levels of information classification according to the requirements and definitions of the system administrators

The Rotem system incorporates technological means that are at the forefront of technological knowledge and application. The advanced architecture of the system allows complex tasks to be performed in short response times while maintaining strict requirements for information security, survivability and redundancy. The development of the system is a result of the great systemic capability that exists in the Elbit Systems Group in the field of intelligence information in general and the integration of civilian and military capabilities in particular. The system joins a series of advanced systems in the field of multidisciplinary knowledge management systems developed by the group, such as: the CID project and knowledge management systems for classified defense entities.
