The Minister of Education, Gideon Sa'ar, announced at a higher education conference that the Ministry of Education is launching a revolutionary new program, "High School Academy", to encourage excellence in the education system. According to him, the program gives students the opportunity to learn more, achieve more and win academic accreditation for a bachelor's degree at the Open University in a variety of fields of knowledge already while in high school. The academic accreditation will be an alternative to the matriculation exam score.
The "Academy in High School" program will begin to operate starting from the next academic year, 2017, among students in the 10th, 11th and 12th grades. The program will give talented students, with high abilities, an interest and the ability to study academics, the opportunity to study within the school framework and at the same time start the academic track.
The Ministry of Education is preparing for the integration of about 1,000 students in the program in the next academic year.
The studies within the program will be done through instructors of the Open University or online instruction in a variety of fields of knowledge and will earn the students academic accreditation for a bachelor's degree. A student who earns half of the points to receive a bachelor's degree, will be able to receive a deferment of service for one year, for the purpose of completing the degree.

The program will open the gates of the academy to talented students with high abilities, especially from the geographic and social periphery and will help them reach their potential already during their studies in high school. Also, this move will strengthen public education and develop Advanced academic study tracks for outstanding students".
According to the program, the Yahweh academic course grade is an alternative to the matriculation exam grade - the student's course grade will be 100% of the student's matriculation grade in the field of knowledge.
The courses will be opened in the following subjects: citizenship - (2 credits), the Arab world and Islam - (5 credits), literature - (5 credits), computer science - (5 credits), social sciences - psychology, political science , sociology and economics (5 credits) and geography (5 credits).
The ministry intends to expand the program over the next few years and apply it to all matriculation subjects.
Also, additional subjects will be included in which the conversion of grades to matriculation will be partial (the matriculation grade will include the academic grade and the matriculation test grade): mathematics (2 units out of 5 units), chemistry (2 units out of 5 units ), physics (4 units out of 5 units), biology (4 units out of 5 units), communication (3 units out of 5 units), theater, cinema (3 5 unit out of 3 units), and art (5 units out of XNUMX units).
In each school, the students will choose the areas of knowledge in which they want to specialize, and in each school that forms a group of at least 15 students, the guidance of the Open University supervisor at the school will be possible. All students will have the opportunity to participate in virtual tutoring groups. The groups can be multi-age.
Students who choose to integrate into academic learning will be required to take an initial course - academic writing (in the subjects: literature, citizenship, biology, chemistry, art, theater, communication, social sciences and geography) as well as in the course "Ashnev in mathematics" (subjects: mathematics, physics and computer science). As part of the courses, the students will be given skills in reading and writing academic papers, in order to deal with texts, academic scientific material as well as preparation for mathematics studies.
The school will appoint a coordinator for the program who will receive reward hours. The coordinator will mediate between the students and the academy as well as accompany the students during their academic studies.
For students who decide to withdraw from the program, a school "safety net" will be built, which will allow them to complete the study material they missed in order to optimally take the matriculation exams. The completion of the material for the student will be done through individual hours, in schools that are part of the "Oz for a return" reform, and through the addition of unique hours in schools that have not yet joined the reform.
It should be noted that currently the Ministry of Education operates a program for academic studies for the purpose of accreditation for a bachelor's degree for gifted students only. Today, about 300 gifted students are studying in various academic tracks. So far there has been no conversion of the grades of the academic course into matriculation grades.
The cost for an academic course will be 1,550 NIS (compared to the cost of a course for a student at the academy for whom the cost of the course is about 2,100 NIS). The office will award scholarships to students based on socioeconomic status as well as merit scholarships.
The plan was drawn up in collaboration with the Ministry of Finance, the National Economic Council and the Open University.
