The heads of the universities and the members of the National Council for Research and Development (which operates under the Ministry of Innovation, Science and Technology) sent a sharp letter this morning to Prime Minister Binyamin Netanyahu, Science Minister Ofir Akunis and Education Minister Yoav Kish, warning of continued uncertainty and the fear that the coup laws will continue to be passed.

The research and development activities in Israel, which combine scientific research in academia and government research institutes, with technological developments and high-tech enterprises, have brought Israel enormous successes and economic resilience, which most countries in the world envy.
In the last few months, especially in the last few weeks, there have been signs indicating destructive processes that could damage Israel's scientific strength. Among other things, we witness:

- Explicit threats to cancel scientific collaborations between Israeli scientists and world scientists.
- Explicit threats by donors, in all higher education institutions, to stop their donations because of the legal legislation. There are already (few) donors who have announced the cessation of donations.
- A decrease in research grants enjoyed by Israeli scientists.

We will emphasize and say again: scientific manpower is the basis for Israel's successes in the fields of science, technology and Israel's education on its various levels. Since this human capital is a mobile creation factor at an international level, and is sensitive to issues in the areas of individual and property rights, the dramatic and rapid legislative moves that have been made, threaten these rights and are already causing damage to scientific pursuits.
